简　　介

　　警官黄伟（梁家辉 饰）被借调观察一件触及差人犯罪的案子，为聚集证据，黄伟犯险入狱。火烧岛典狱长（柯俊雄 饰）治下的牢狱充溢着暴力、不公，以及制度化的监犯殴斗。黄伟很快在狱中结识了室友小朱（庹宗华 饰）和因忖量儿子屡次逃狱的刘世杰（洪金宝 饰），并履历了帮派人物大林（高捷 饰）的入狱洗礼。台球选手大锤（成龙 饰）因误杀帮派年老钢珠（刘德华 饰）之弟入狱，大林受命向大锤复仇，此事被狱中年老桂老迈（王羽 饰）调解。黄伟、大锤等四人被典狱长吸收进入“清风队”，在实行暗杀使命的进程中，黄伟意外的发现了自己清查多时的幕后真凶。
